PHE figures showed had a total number of 4,620 cases in the week ending July 19, increasing to 4,827 in the week ending July 26.
Despite the high number of cases, this was actually a decline of -42 percent for Leicester, which has been under local lockdown conditions following a spike a month ago.
Third was Birmingham, which saw an uptick of 152 cases week on week according to the data.
Birmingham had a total of 5,007 cases in the week of July 13 to July 19, which grew to 5,159 the week of July 20 to 26. This was an increase of 12.5 percent.
